Jeff - thanks for the correction. Matonga is indeed Zimbabwe's Propoganda minister, not South Africa's. Not that it makes a huge difference to the call on ANC - the ANC were quite happy to let the arms ship send its deadly cargo through South Africa. It was only the staunch humanitaria strike by SA dock workers and truckies that stopped Mugabe gaining the tools for a bloodbath.

Reuters reports like this below show how the head of the ANC backpedalled, while more upright leaders like Bishop Desmond Tutu were openly calling for a halt to arms shipments to Zimbabwe.

Jacob Zuma, who has become the most outspoken African leader on Zimbabwe, said it was not yet to time to impose an arms embargo.

"I think it is going too far and I think it complicates a situation that needs to be handled with great care," Zuma told reporters in London.

Dude , you wrote "Worse, the ANC government of South Africa is complicit, with ‘not so bright’ Deputy Information Minister Bright Matonga saying:"

Unfortunately you got your facts wrong here.Bright Matonga is the deputy information minister of Zimbabwe , NOT of South Africa . Googling could have helped ... :) . South Africa does not have a ministry of information.

Good news! The Chinese Foreign Ministry has said:

"because it was impossible for Zimbabwe to receive the goods, the company involved is now considering shipping the cargo back."

Another victory for human rights activism and unions! The South African SAWATU (transport workers union) deserves most of the credit, along with countries like Mozambique and Zambia who refused entry to the ship and its deadly cargo.

Now lets see NZ government push for an international enforceable treaty to ban arms shipments to countries that fall below human rights standards (hehe, which could see the US unable to sell arms to itself!)...
